Google news- by quality not quantity!!! - my Opinion

Every News Publishing web site will have a editor who is been recruited by them after careful examination. Editor will publish the News after care ful examination. and now google told that they want to search for quality and not quanity. none can determine the quality of the website. what google is thinking of good may be bad to others or vice versa. my suggestion is why google need to test the quality of the news publishing website???
